Criminal proceeding launched against education and science minister of Karachay-Cherkessia suspected of attempted bribery

The North Caucasian Federal District Investigations Directorate of the Russia’s Investigative Committee has launched a criminal investigation against minister of education and science in the Karachay-Cherkess Republic Boris Spiridonov. He is suspected of a crime under part 3 of article 30, paragraph “c” of part 5 of article 290 of the RF Criminal Code (attempted bribery on an especially large scale).

According to investigators, two examinees addressed Spiridiniv asking to help them in getting a certificate of the Unified State Examination in regional state educational facility “Center of Information Technologies”. Spiridonov promised the teenagers to make documents stating that they passed 4 exams with the result of 70 points each without their actual participation in them. For its “service” the minister demanded 280 thousand rubles from each, that is one thousand rubles for each point.

In the evening of 7 July 2013, Spiridonov was detained while receiving a bribe of 560 thousand rubles in his car in the town of Cherkessk.

At present investigating operations are underway to find all the circumstances of the crime. The suspect is going to be checked on involvement in other similar crimes. Restraint against Spiridonov is being discussed. Investigation is ongoing.

The Investigative Committee is carefully checking all the reports on violations in Unified State Examination. If there are grounds, procedural decisions will be made on all similar reports.
