Moscow Region Main Investigations Directorate of the Russia’s Investigative Committee brought charges against first deputy CEO of federal state unitary enterprise “Central Research Mechanical Engineering Institute” George Kovkov, head of capital building department of the Institute Alexander Chernov, CEO of federal state unitary enterprise “Special Building Office No 5 under Federal Agency of Special Building” Alexander Belov. They are accused of a crime under part 4 of article 159 of the RF Criminal Code (swindling by a group of persons under a preliminary conspiracy and on an especially large scale).
According to investigators, in 2010 during the implementation of Federal target-specific program GLONASS the Federal Space Agency approved design estimates for reconstruction and technical re-equipment of 100-1 corps of Central Research Mechanical Engineering Institute in the town of Korolyov, Moscow Region and got a warrant to conduct building. The Federal budget allocated for those purposes 1 billion 50 million rubles.
To draw the said funds the Central Research Mechanical Engineering Institute concluded a contractor’s agreement with the general contractor company - Special Building Office No 5 under Federal Agency of Special Building, which erected cast-in-place constructions of the building of 100-1 corps using a technique of large-panel forms worth 39 million 451 thousand 573 rubles. During the work the suspects and unknown persons decided to steal the money by putting in the act of executed work the use of more expensive technique. Implementing the contemplated plan Belov organized the approval of acts of fictitiously executed work on erecting cast-in-place constructions of 100-1 corps putting there the information on the use of the technique of a slipform worth 147 million 238 thousand 332 rubles, knowing that no works on using slipforms were performed. Kovkov submitted those acts to Chernov, head of capital building department of the customer, for reconciliation and he in his turn reconciled them and certified with his signature. Kovkov using his official position and acting on behalf of the customer endorsed the acts.
Based on these fictitious documents the money from the accounts of Central Research Mechanical Engineering Institute was transferred to Special Building Office No 5 under Federal Agency of Special Building. Later on the accomplices and the unknown persons spent the money on their own purposes.
These actions caused Federal budget represented by the Federal Space Agency loss of 107 million 786 thousand 759 rubles, which is an especially large scale.
At present investigating and search operations are underway to find all the circumstances of the crime. Investigation is ongoing.
