The third investigations office of the Main Investigations Directorate of the Russia’s Investigative Committee located in the city of Nizhny Novgorod has finished investigation against 51-year-old Oleg Belov charged with killing his mother, wife and his 6 little children with special cruelty and threat to use force against a representative of the authority (paragraphs “a”, “c”, “e” and “j” of part 2 of article 105 of the RF Penal Code and part 1 of article 318).
According to investigators, in the period between 25 July and 4 August 2015, Belov killed his six children, wife and mother. When being detained in Vladimir Region Belov fought back and was wounded.
During the investigation the accused has had a psychiatric examination, the results of which show that Belov suffers a psychological disorder that can involve insanity. Therefore he has criminal liability.
At present, Belov and his lawyer have started reading the files of the case, and once they are finished it will be sent for the indictment to be approved and then to the court to be tried on the merits.
At the same time, there is an ongoing investigation against officers of Nizhny Novgorod police and officials of Nizhny Novgorod District administration charged with a crime under part 3 of article 293 of the RF Penal Code (neglgience). According to investigators, the police officers had failed to respond to complaints of Belov’s wife about hooliganism of her husband, battery and threats of murder. Their criminal omission led to Belov having an opportunity to commit this brutal crime. The officials of the administration were also negligent when they had failed to file a motion in court to deprive Belov of custody.
