Builders charged with safety breach injuring six in Omsk Region

The Omsk Region investigating bodies of the Russia’s Investigative Committee have pressed charges against founder of OOO Group of Companies Zhilstroy Just Fit Life Viktor Polukarov, CEO Konstantin Semyonov and chief superintendent engineer Sergey Maslyonkin with a crime under part 3 of article 216 of the RF Penal Code (violation of safety rules during construction entailing death of two or more people by negligence).

According to investigators, building a trade and exhibition center with a hotel the accused violated requirements of the law and by-laws and filed to ensure labor safety during the construction. They permitted to operation a tower crane without technical examination. In addition, the crane was maintained by uncertified workers. As a result of a failure of bumping posts designed to slowdown the remaining velocity of the crane and stopping it from derailing from the ends of its tracks, the crane collapsed on the road in Marshal Zhukov street in the city of Omsk, where a Toyota RAV-4 and GAZel-Sobol were parked. A 30-year-old man, his 33-year-old wife and their 4-month-old baby were killed on the spot in the Toyota RAV-4. In addition their second 4-year-old child, a 53-year-old driver of the GAZel-Sobol and the 36-year-old crane driver sustained multiple injuries. The GAZel-Sobol driver died later at hospital.

The investigators are going to take into account the gravity of consequences of the crime and file a request with a court to remand the accused in custody pending trial. The investigation is ongoing.
