The Ulyanovsk Region Office of the Investigative Committee has charged a 48-year-old ex-convict with crimes under Part 2, item “c” and “j” of Article 105 of the RF Penal Code (murder of a minor aggravated by sexual abuse), Part 5 of Article 132 (sexual abuse of a minor under 14 years of age by an individual who has been convicted previously of sex crimes committed against a minor).

According to investigators, on 18 June 2016, the accused raped an 8-year-old girl in Nizhnyaya Terrassa micro-district of Zavolzhsky District in the town of Ulyanovsk and then hit her several times on the head. The girl died at the scene. During the examination of the crime scene investigators found traces and matched them with the DNA of the assailant. He was detained within a few hours.

A set of investigative operations are underway to find out all the details of the crime. The accused has been remanded in custody.

In addition the Ulyanovsk Region Office of the Investigative Committee has initiated criminal proceedings into negligence of the officials in charge of watching ex-convicts (Part 1 of Article 293 of the RF Penal Code). The investigators are going to identify the officials involved and causes and conditions that had made it possible for an individual closely watched by the authorities to commit a major crime against a child.
