In Arkhangelsk Region, police officers suspected of negligence

During the investigation into abduction the Arkhangelsk Region and Nenets Autonomous Area Office of the Investigative Committee have revealed that witnesses to the crime were two police officers of the Ustyansky District Police Department who had done nothing to prevent the crime. The police officers are now under investigation into a crime under Part 1 of Article 293 of the RF Penal Code (negligence).

According to investigators, on the evening of 15 March 2016, a 34-year-old man forced an acquaintance of his, a man who had police records for thefts, into the trunk of his car near the Ustyansky District Police Department and took him to his garage, where he hit him several times on the head and torso with a hammer. The man held him hostage for an hour demanding that the latter confessed to a robbery that took place in December 2015, but which was not committed by the abducted man.

The case was opened based on the files provided by Ustyansky District Prosecutor’s Office and the Internal Security and Search Unit of the Interior Ministry’s Arkhangelsk Region Office. The suspect of abduction turned himself in and explained that the crime was his personal initiative and nobody of police officers had asked him to do that. At the same time, the suspect released the abducted man only after he had signed a confession.

At present, investigators are looking into all the details of the crime and are gathering evidence. They are going to evaluate the reasons and conditions that had made the crime possible.
