Probe launched against Orenburg Region Minister of Physical Education, Sports and Tourism

The Orenburg Region Office of the Investigative Committee continues the investigation into a crime under Part 2 of Article 199.1 of the RF Penal Code (failure to pay taxes) after Southern Ural Sports Club, an autonomous non-commercial organization, did not pay taxes.

According to investigators, CEO of South Ural Sports Club Oleg Pivunov failed to calculate, deduct and transfer to the budget more than 20 million rubles of income tax in 2013-2015 in the town of Orsk.

The Orenburg Region Office of the Investigative Committee has initiated criminal proceedings against former CEO of South Ural Sports Club who is now the Orenburg Region Minister of Physical Education, Sports and Tourism Oleg Pivunov suspected of crimes under Part 2 of Article 201 (abuse of power entailing grievous consequences), Part 3 of Article 160 (misappropriation committed by a person using their official position) and 2 counts of a crime under Part 2 of Article 286 of the RF Penal Code (exceeding authority).

The investigators have revealed that in 2011-2013, Pivunov while being the head of South Ural Sports Club evaded paying premiums to off-budget funds causing a damage of more than 26 million rubles. In 2015-2016, Minister Pivunov many times organized business trips for himself outside Orenburg Region to attend events that were not related to his service, functions or missions of the ministry. This way he misappropriated budget funds. In 2014-2016, Pivunov exceeded his authority when he allowed two of his deputy ministers and their families to live flats rented by Nadezhda Basketball Club, an Orenburg Region NGO, causing a damage of more than 2 million rubles.

At present, investigative operations are underway to find out all the details of the crimes. All the criminal cases opened have been joined into a single lawsuit.
