Two commanders of Ukrainian Armed Forces involved in shelling civilians charged in absentia

The Department for crimes connected with the use of prohibited ways and methods of warfare of the RF Investigative Committee’s Head Office continues investigations against commanders of Ukrainian Armed Forces’ divisions and other individuals, who violated international legal acts guaranteeing observance and protection of civilians’ rights during international armed conflicts and shelled civilian infrastructure and population in southeastern Ukraine.

As became known earlier, the investigators have established that commander of the 10th separate mountain assault brigade lieutenant colonel Vasily Zubanich together with the military servants of the said brigade was involved in the organization of shelling from heavy weapons the settlements of Krasnogorovka and Staromikhailovka in the Donetsk People’s Republic on 15 June 2016 which wounded two civilians.

It has also been established that commander of the 1stbattalion of the 14th separate mechanized brigade lieutenant colonel Mikhail Prokopiv together with the military servants of the said division was involved in organization of shelling Petrovsky and Kiyevsky districts of the city of Donetsk on 24 and 28 March 2016 which wounded a civilian and destroyed some homes.

The evidence available made it possible to charge both Zubanich and Prokopiv with organizing the use of ways and methods prohibited by the RF international agreement in an armed conflict, that is crimes under part 3 of Article 33 and Part 1 of Article 356 of the RF Penal Code.
