In Samara, local resident found guilty of major crimes committed against child

A court has recognized the evidence gathered by the Samara Region office of the Investigative Committee sufficient to convict Khariton Goryachkin. He was found guilty of a crime under Part 2, item “d” of Article 117 (torture) and Part 4 of Article 111 of the RF Penal Code (deliberate infliction of grievous bodily harm).

The court and investigators have revealed that on 30 January 2016, Goryachkin several times hit a 3-year-old girl, the daughter of his girlfriend, in his flat in Promyshlenny District of Samara. The girl died a few hours later. In addition, Goryachkin had been hitting the girl systematically in January 2016.

The man was placed in custody pending trial and charged. He pled guilty after being charged.

During a preliminary inquiry, the investigators revealed that officials of juvenile social services had failed to discharge their duty of protecting minors against socially dangerous environment. They organized a check and later opened an investigation against an inspector of juvenile office of the district police department and an inspector of the juvenile office of police department No 2 suspected of a crime under part 2 of Article 293 of the RF Penal Code (negligence entailing death of a person). The investigation is ongoing.

During the probe into Goryachkin’s crime the investigator filed a request with the Samara Region Directorate of the Interior Ministry to eliminate the reasons and conditions that had contributed to the crime. The request was considered involving the personnel of the regional investigative authority, after which three officers were disciplined.

The court has sentenced Goryachkin to 13 years in a maximum-security correctional facility.
