The Penza Region Office of the Investigative Committee has finished criminal proceedings against former councilor to the Penza Region Governor on a voluntary basis Alexander Pashkov and President of OOO Central Construction Company Sigma Sergei Bogunov. Depending on the role of each one they are charged with crimes under Part 4 of Article 33, Part 4 of Article 160 (solicitation to misappropriation of others property), Part 4 of Article 159 (fraud) and Part 4 of Article 160 of the RF Penal Code (misappropriation).

According to investigators, from February to April 2015, Bogunov solicited by Pashkov stole 67 million rubles from the money got as advance payment for construction of a perinatal center in the town of Penza. He spent the money to his own ends.

In addition, Pashkov wanting to fraudulently steal money from OOO Central Construction Company Sigma received from Bogunov 30 million rubles to allegedly give it as a reward to officials of regional executive authorities and one of state corporations for assistance in construction and commissioning of the perinatal center. Pashkov basically misappropriated the money and spent it as he deemed fit. As a result Sigma construction company suffered a damage of the said sum.

The crimes were solved thanks to coherent work of the Committee’s investigators and employees of the Federal Security Service’s regional office.

During the investigation the injured party stated that the accused had compensated for the damage done to Sigma construction company, which was confirmed by the criminal materials.

The investigators have done a lot of work to collect and document the evidence: they questioned more than 50 witnesses, carried out a lot of searches including the residences and offices of the accused, ran laborious construction and accounting forensic inquiries.

Pashkov was remanded in custody pending trial, while Bogunov was put under house arrest.

By now the accused and their lawyers have read the criminal materials of the case which has been sent for the indictment to be signed and will then be referred to court.
