The Oryol Region Office of the Investigative Committee has initiated criminal proceedings against senior district police officer of the Oryol police department Mjore Natalya Bashkatova, suspected of negligence under part 2 of Article 293 of the RF Penal Code.

According to investigators, Andrei Bochkov had a conflict with a woman, he had earlier had relationships with, in a flat of a house in Ogorodny Lane on 17 November 2016. The woman called the police. When the police arrived they did not take proper measures to stop the conflict, ignored the man’s threats against her and took off. Sometime later, Bochkov and the woman went outside where he beat her and fled. Witnesses called the police and ambulance. The victim was taken to a hospital with severe head injuries, but later died.

The investigators are going to check the actions of other law-enforcers who attended to the call and will give them a proper legal assessment.

By now Bochkov has been charged with battery entailing death by negligence under Part 4 of Article 111 of the RF Penal Code and has been taken to custody to stay there pending trial.
