Suspects of unsafe snow clearing services detained after snow mound fell on pram with baby inside

The Moscow Directorate of the Investigative Committee continues investigating provision of unsafe services entailing grievous bodily harm by negligence under Part 2 of Article 238 of the RF Penal Code.

As became known earlier, on 4 February 2017, a mound of snow fell on a pram with a 2-month-old baby inside while snow clearing was in progress on one of the roofs in Palekhskaya street in Moscow. The baby was taken to a hospital and is now being examined and treated.

Investigators have searched Zhilishchnik of Yaroslavsky District, a state-funded institution and confiscated documents on roofing in the said district and documents on labor protection and training. The investigators have discovered that the snow clearing operations were organized without proper supervision and were carried out without restricting the area. In addition, the workers violated general requirements and did not make sure that their actions were safe.

Roofer Zakirzhon Karimov, cleaners of a refuse chute who also worked on the roof Zhanpulat Khalilov and Obid Namozov. The investigators are going to check if the foreman was involved. The woman felt unwell during an interrogation and was taken to a hospital.

At present a set of necessary investigative operations are underway. The investigators are going to ask courts to put the suspects under restraint. The investigation is ongoing.
