In Komi, probe launched in negligence of social services after murder of child

The Komi Republic Office of the Investigative Committee continues investigating a murder of a minor under Part 2, item “c” of Article 105 of the RF Penal Code after a 12-year-old boy from the settlement of Yeletsky, Vorkuta was killed.

According to investigators, on 3 February 2017, the boy left school after classes, but never came home. The investigators at once mounted a search involving responders of the Ministry for Emergency Situations, police officers and local residents. Once the search gave no results, a murder case was opened. The boy’s body and those involved in his murder were found during investigative and search operations. The perpetrators are two peers of the victim. According to the investigators, the boys had had a fight, during which one of the attackers had stabbed the victim in different parts of his body, including vital organs. The victim had died on the scene. The perpetrators had buried the body in snow.

At present, the investigators in cooperation with police continue investigative and procedural operations to find out all the reasons for and circumstances surrounding the crime.

It is known that the reason and pretext for the two suspects (aged 11 and 12) to kill their peer was a conflict they had had in school. The 12-year-old boy, involved in the murder and the victim have juvenile delinquency records in school, while the victim had also had records in the juvenile police department.

The Komi Republic Office of the Investigative Committee have opened an investigation in negligence under Part 1 of Article 293 of the RF Penal Code to find out the role played by the school staff and each of the officials working in the Vorkuta authorities and organizations engaged in prevention of child neglect and juvenile delinquency in taking steps to resolve the conflict in school.
