In Orenburg, CEO of company to stand trial for fraud with money intended to construct housing for people rehoused from unsafe housing and orphans

The Orenburg Region Office of the Investigative Committee has finished criminal proceedings against CEO of OOO AvtoPortal, a limited liability company, charged with a fraud on a very large scale under Part 4 of Article 159 of the RF Penal Code.

According to investigators, from September 2014 to June 2015, the accused and the Orenburg Town Administration’s Housing Policy Department concluded 5 municipal contracts on share construction of houses for orphans and children left without parental care, as well as for citizens rehoused from unsafe housing in Turbinnaya Street worth more than 100 million rubles.

The accused deliberately, with evil intent of personal enrichment, used his position of the CEO and chief accountant of the company and fraudulently stole about 32 million rubles transferred to him as advances without constructing the housing for orphans. To deceive the client he kept up appearances of the work.

The accused denied the charges.

The investigators filed requests with the mayor of Orenburg and head of the Orenburg Police Department as to eliminating the cases and contributing factors of the crime.

The investigators have enough evidence, so the criminal case with the signed indictment has been referred to court.

There is an ongoing investigation against former head of the Orenburg Town Administration’s Housing Policy Department charged with excess of power under Part 3, item “c” of Article 286 of the RF Penal Code.
