Criminal investigations in attacks on medical workers concluded in several constituents of Russia

Medical workers frequently become victims of attacks all over Russia. The Investigative Committee responds to every case of attacks, so that the society would show respect to the doctors and not only to punish perpetrators of such crimes, but to prevent such attacks in the future.

The Komi Republic, Novosibirsk and Saratov Regions Office of the Investigative Committee has concluded criminal investigations against 54-years-old woman, resident of Syktyvkar, who is accused in battery of medical assistant through ruffian-like motives under Article 116 of the RF Penal Code, a 23-year-old man in Novosibirsk Region, accused in threat, if there were grounds to fear the realization of this threat under Part 1 of Article 119 of the RF Penal Code, as well as 33-years-old resident of Saratov, accused in intentional infliction of light injuries committed through ruffian-like motives under Item A, Part 2 of Article 115.

According to investigators, on 31 March 2017, a drunk woman slipped and fell on the ground,  in a house located at Pushkina Street, Syktyvkar, the KomiRepublic. An ambulance arrived and after immediate examination she was diagnosed with ankle sprain and it was decided to transport her to fracture clinic. On the way to the clinic the accused said that somebody is waiting for her and ordered to stop the car. Medical workers said that the car will be stopped when they arrive to the destination. The woman got angry and hit a medical assistance three times in the face.

In Novosibirsk Region on 27 March 2017, approximately at 01:00 AM, a woman with nonpenetrating stab wound asked for medical aid in the BerdskCentralHospital. The on-call doctor rendered necessary aid to the woman and considering the condition of the patient, decided to not place her on in-patient treatment. The doctor explained to the woman and her partner that her wounds are not critical and there is no need to put her in the hospital. The drunken partner of the woman said that medical aid was unqualified and untimely. The man grabbed the doctor by the neck and started strangling him and threatening to kill the doctor. Only after the doctor explained again that there is no need to put the woman in hospital, the man released the doctor and left the hospital. The man fully confessed to the crime.

In Saratov on 25 February 2017 a 33-years-old man was unpleased with the transportation of his 27-year-old common-law wife on stretchers and hit twice the medical assistance in the face, inflicting displaced fracture of nose. According to forensic tests, the accused inflicted small injury to the medical worker. The accused previously had administrative infraction in small hooliganism under Part 1 of Article 20.1 of the Administrative Offences Code of the Russian Federation and was arrested for 12 days. The man fully confessed to the crime.

The investigators gathered enough evidence and cases with approved indictments are being referred to courts in the KomiRepublic and Novosibirsk Region. The indictment in the criminal case against the resident of Saratov is being approved and will be referred to court.

The Investigative Committee will continue protecting medical workers from attacks.
