On the nationwide day of reception of citizens, Alexander Bastrykin personally listens to applicants from a number of Russian regions

On the Constitution Day of the Russian Federation, the nationwide day of reception of citizens is carried out throughout the country. Direct communication with applicants is an integral component of the Investigative Committee activities. Today the Chairman of the Investigative Committee of Russia held a regular personal reception of citizens. It was attended by Deputy Chairman of the Investigative Committee Igor Krasnov; chiefs of several Central Office divisions; as well as chiefs and employees of regional investigations directorates that process the criminal inquiries and probe materials that drew the attention of the Chairman. Today the Investigative Committee of Russia received 189 citizens. Alexander Bastrykin personally listened to 9 persons from Omsk, Rostov, Chelyabinsk Regions, the Republics of Buryatia and Kalmykia.

Deputy of the State Duma of the Federal Assembly of the Russian Federation Nikolay Valuev applied to the personal reception of Alexander Bastrykin about a Rostov-on-Don citizen convicted for illegal drug traffic. Nikolay Valuev voiced disagreement of the convict with the process of investigation. The circumstances reported by the convict were not verified during the initial probe. Nevertheless, Alexander Bastrykin instructed the Central Office to examine all arguments of the convict and give a legal assessment to them according to the law in force during an additional procedural probe.

Some part of complaints and questions of applicants was related to probes in the violent death of their beloved. For instance, relatives of a deceased girl from Rostov Region complained about a lack of results of the investigation. According to them, their family member had died in a fire in an apartment. It was noted that the investigation repeatedly refused to launch an inquiry and failed to take the required measures to solve the committed offense. Once the reception with the Chairman of the Investigative Committee of Russia had been registered, the investigation was activated: a criminal inquiry into the murder was launched and a suspect was detained. Alexander Bastrykin instructed to give a comprehensive and impartial assessment of the situation and put the investigation under the supervision of the Central Office of the Investigative Committee of Russia. A procedural probe was launched into a number of employees.

A married couple from the Republic of Buryatia expressed their concern about the process of investigation into the death of their minor child in a hospital. The applicants explained that they had addressed the hospital due to deterioration of the health condition of their two sons. The day after that, one of the children had gone worse and been admitted; in a couple of days, he had been placed in an intensive care unit, where he had gone into a coma. Subsequently, the boy had died. According to the parents, the child had not been provided with qualified medical aid and the cause of death was yet to be established. Apart from that, the applicants asked to refer the probe to another division. At present, the cause of the minor child’s death is being established and the probe into forgery of official documents is also being investigated. The Chairman of the Investigative Committee of Russia listened to the married couple and then to the report of his subordinates about the process of the preliminary investigation, following which he severely criticized their work. Upon his instruction, the probe was referred to the Central Office of the Investigative Committee of Russia for further investigation. An official assessment was launched into officers of the Regional Investigations Directorate. Alexander Bastrykin also requested two posts of investigators and two posts of forensic specialists to be reduced.

An applicant from the Republic of Kalmykia delivered a request to bring to justice the persons guilty of his injuring. In 2017, he had fallen from a two-meter height during building facade lining due to broken scaffolding and had been heavily injured. However, the investigation had repeatedly refused to launch a probe with reference to improper documenting of labor relations between the applicant and the organization. The man feared that the responsible persons might avoid responsibility due to the expiry of the period of limitation. The Chairman instructed the Central Office to supervise further establishing the circumstances of the matter and appointed an official assessment. The applicant was also offered help in the organization of his treatment.

Representatives of a plant in Chelyabinsk Region complained about the non-payment of wages. The wage arrears totaled over 2 million rubles. In this, at present, the owner of the plant and his lawyer are conducting fraudulent bankruptcy of the enterprise and withdrawal of funds abroad. The Chairman of the Investigative Committee demanded a report from investigators of the Chelyabinsk Regional Investigations Directorate and instructed to complete the investigation within a month and refer it to the court to be tried on the merits. The investigation will be supervised by the Central Office of the Investigative Committee.

The Chairman also listened carefully to a woman from Omsk Region, whose husband had died in Khatanga Gulf of Laptev Sea at a collision of two tugboats. The man’s body has not been discovered yet. The widow underlined that the investigation had failed to press charges for a long time and the vessel had not been examined. At present, the investigation is finished; upon review of the probe materials and listening to the report of investigators, Alexander Bastrykin indicated that he would supervise the situation in person.

Upon results of the personal reception, Alexander Bastrykin assured the citizens that all of the presented problems would be supervised by the Central Office of the Investigative Committee of Russia. A number of officers were subject to official assessments and suspended from their duties for the time. The Chairman once again encouraged his subordinates to be more receptive to communication with victims and applicants, demonstrate their concerned attitude, and support people in challenging moments of their lives.
