The Chairman of the Investigative Committee of Russia gives a number of instructions on incidents in different regions of the country

Chairman of the Investigative Committee of Russia Alexander Bastrykin instructed the direction of Penza Regional Investigations Directorate to report about progress of a probe under Paragraph C of Part 2 of Article 238 of the Criminal Code of Russia (rendering of services that do not meet safety standards entailing by negligence infliction of severe body harm) into chlorine poisoning of children in Nizhny Lomov  swimming pool.  As preliminary established by investigation, on April 24, 2021 during swimming lessons in a swimming pool of Nizhny Lomov in Penza Region 21 child received chlorine poisoning of various severity. After examination in a medical facility 7 children were hospitalized.

The head of the Committee also instructed the direction of Altai Territorial Investigations Directorate to report about the situation with substandard housing  The Altai Territorial Investigations Directorate is investigating a probe under Part 1 of Article 293 of the Criminal Code of Russia (two episodes).  According to investigation, in the evening of April 5, 2021 a residential building No, 51 on 1st Zapadnaya street of Barnaul was threatened by structural collapse. Moreover, in April of the current year an outer wall of a residential building No. 54 on Sovetskoy Armii street of the regional capital, that in 2013 was recognised as substandard and subject to demolition, partially collapsed entailing treat of collapse of a roof and evacuation of residents. It was established that Public Utilities Committee authorities failed to set timelines for resettlement of residents from the building in Sovetskoy Armii street and to take timely measures for resettlement of residents and appointment of a temporary management company. At present over 220 residential buildings in Barnaul have been recognised as substandard. Residents of substandard housing organized a public rally to request the authorities to take the situation under control and solve the problem.

Alexander Bastrykin instructed investigators to thoroughly investigate the indicated probes establishing all circumstances of the incidents. The head of the Committee put progress of investigation of all the probes under supervision.

Apart from that, Chairman of the Investigative Committee of the Russian Federation ordered the direction of the Sakhalin Regional Investigations Directorate to report about progress of a pre-investigative probe into failure to provide assistance to a disabled person in a wheelchair. The probe was launched upon media reports in different sources saying that a disabled pensioner from Yuzhno-Sakhalinsk is unable to exit his house due to lack of ramps.   He is forced to pay his neighbours for help. It was reported that the local administration is unable to install the ramps and calls for the National Guard officers to help the man on their weekends. Apart from that, it was indicated that even if the officials install the ramps, the disabled person will still be unable to use them due to too high angle of inclination. 

In terms of the probe the Chairman of the Investigative Committee of Russia instructed to carefully examine all circumstances of the situation, give a legal assessment to actions of Yuzhno-Sakhalinsk administration authorities responsible for providing citizens in hard living situation with quality and timely assistance.
