In Krasnodar krai, a criminal case is submitted to court over improper provision of services that led to the death of a 12-year-old girl as a result of an attack by a pack of dogs

The investigating authorities of the Investigative Committee of Russia in Krasnodar krai finalized the investigation of a criminal case on the provision of a service that does not meet safety requirements, which resulted in the death of a 12-year-old athlete from Saratov oblast as a result of an attack by dogs (paragraph "c", Part 2, Article 238 of the Criminal Code of the Russian Federation).

It was detected that the 39-year-old person involved was the General Director of a commercial organization providing health and educational services in Lazarevsky raion of Sochi. He also held a senior position in the health care and resort center. In the spring of 2021, the accused, acting on behalf of these two organizations, subleased a land plot and real estate located on the Radiant Street in the Loo village, Lazarevsky raion of the resort town, and it was adjacent to the health and education center. In January 2022, he entered into a service agreement with the all-Russian public organization "Chess Federation of Russia" for holding competitions in various disciplines of the sport "chess" among juveniles on the basis of the health care and resort center. At the same time, the man had to ensure the safety of the participants during the competition no matter if they were on the place of temporary accommodation or on the venues for sporting events and entertainment facilities.

However, he did not organize proper fencing and a checkpoint at a potentially dangerous non-residential building located on the territory of the clinical health care and resort center, guarded by seven adult large dogs of the Shepherd breed without special enclosures and the necessary supervision. As a result of his negligence, on the evening of April 26, 2022, a 12-year-old chess player freely entered the territory where she was attacked by a pack of dogs and they caused her fatal bodily injuries.

On the instruction of Mr. Alexander Ivanovich Bastrykin, Chairman of the Investigative Committee of Russia, the investigation of the criminal is a subject to control in the Main Investigative Directorate of the Department.

The investigation collected a sufficient evidence base, so the criminal case with the approved indictment was submitted to court for consideration on the merits.
