The Main Investigative Directorate of the Investigative Committee of the Russian Federation for the North Caucasus Federal District, during the investigation of a criminal case launched on the basis of the attack by a stable armed group (gang) under the general leadership of Shamil Basayev on the organizations and residents of the city of Budyonnovsk, Stavropol Territory, has garnered evidence of the involvement of Kazbek Anasov, a resident of the Khasavyurt district of the Republic of Dagestan, in committing these crimes. He is accused of committing crimes under Part 3 of Article 205 of the Criminal Code of the Russian Federation (terrorist act), Part 2 of Article 209 of the Criminal Code of the RF (banditry), Part 2 of Article 126.1 of the Criminal Code of the RSFSR (taking hostages), and Article 102 of the Criminal Code of the RSFSR (murder).

It has been established that in the first half of June 1995, Anasov voluntarily joined led by Shamil Basayev and took an active part in committing particularly serious crimes. Thus, on June 14, 1995, acting as part of Basayev's stable armed group, Anasov and other militants, armed with automatic weapons, grenades, and explosive devices, with a total of least 160 people, attacked the organizations and citizens of the city of Budyonnovsk in the Stavropol Territory. As a result of the armed attack by the gang, 129 people were killed, 317 citizens sustained bodily injuries of various degrees, and 1,586 citizens were taken hostage. In addition, 198 cars were destroyed or damaged, and the Center of Children's Creativity, the central district hospital, the department of internal affairs, the city administration building, and 107 private homes were damaged by fire. Property owners suffered significant material damage amounting to more than 95 million pre-denomination rubles.

With the assistance of the Main Directorate of the Ministry of Internal Affairs of Russia for the Stavropol Territory, the Ministry of Internal Affairs, and the Federal Security Service of Russia, Anasov has been detained. Due to the particular gravity of the committed crimes, a petition to choose a preventive measure in the form of detention has been submitted to the court. Currently, urgent investigative and other procedural actions are being carried out with the participation of the suspect to establish his role and actions within the stable armed group.

Implementing the principle of the inevitability of punishment, investigators, with the operational support of officers from the Ministry of Internal Affairs of Russia and the Federal Security Service of Russia, continue to identify the participants in the attack who are still hiding from law enforcement agencies.
