The Chairman of the Investigative Committee of Russia held a personal reception for applicants from the Moscow region on issues of illegal actions committed by migrants and immigrants from neighboring countries

The Chairman of the Investigative Committee of the Russian Federation, Alexander Ivanovich Bastrykin, held a personal reception for citizens via video conference. The meeting was attended by the First Deputy Chairman of the Investigative Committee of Russia, E.V. Kaburneev, the Deputy Chairman of the Investigative Committee of Russia, S.N. Goryainov, and heads of the central apparatus departments.

An initiative group from the Kotelnikovo urban district of the Moscow region complained that immigrants from neighboring countries systematically violate public order. The applicants noted that, in addition to serious crimes, these individuals commit a whole range of unlawful actions: behaving aggressively, setting up illegal hostels and prayer houses, engaging in drug trafficking, organizing illegal cafes, car washes, passenger transportation, violating traffic rules, causing disturbances near markets, and turning entire areas into ethnic enclaves.

"They behave arrogantly, refuse to comply with the norms and laws of the Russian Federation, do not cooperate with law enforcement. Our children are scared to walk on the streets. The migrants directly tell us to leave. We have appealed to the Ministry of Internal Affairs, Rospotrebnadzor, tax authorities, the administration of the Moscow region, and had a meeting with the prosecutor of the Moscow region, S.V. Zabaturov. Our appeals to all relevant instances remain unanswered," the applicants emphasized, noting the need to inspect the activities of migration department employees. "The roots of the problem lie in unlawful actions of officials," the citizens believe.

One of the applicants noted that "the tense situation in the southeastern part of the Moscow region and in Moscow was created by the shopping complex Sadovod and the violations of migration legislation that occur there."

In his report, the acting head of the Main Investigative Department of the Investigative Committee of Russia for the Moscow region, Ya.A. Yakovlev, provided detailed information on the progress of investigations into specific criminal cases of this category, including corruption and negligence by officials. It was noted that criminal cases were repeatedly initiated against the head of the Kotelnikovo urban district, S.A. Zhigalkin, but all orders to initiate proceedings were eventually canceled by the former deputy prosecutor of the city of Lyubertsy, S.M. Galkin.

The head of the Investigative Committee of Russia noted that the situation in the migration field in the Moscow region remains critical, including in Kotelnikovo. The region is experiencing an increase in criminal activity among migrants. He also added that the measures currently taken by the local investigative department are clearly insufficient to solve the problem, pointing out delays in investigating criminal cases. The Chairman of the Investigative Committee of Russia ordered an inspection of the Main Investigative Department of the Investigative Committee of Russia for the Moscow region and instructed to inspect all aspects of work in combating illegal migration.

He demanded that his subordinates enhance their efforts in this direction, including promptly completing the investigation of criminal cases and sending them to court, taking urgent additional measures to reduce the crime rate, ensuring the safety of Moscow region residents, enhancing preventive work, and identifying foreign citizens illegally staying in the Russian Federation.

In addition, the head of the department instructed to submit a report on the overall situation with illegal migration in the region, current data on the number of visitors and the nature of their activities, as well as a detailed plan for the regional division on the prevention and investigation of crimes in the migration field. The Chairman of the Investigative Committee of Russia emphasized the importance of strengthening control over migration flows and improving the legal regulation of this area, by specifically establishing employer responsibility for the stay and departure of migrants, and optimizing the mechanism for quota allocation of foreign labor.

Following the meeting with the citizens, A.I. Bastrykin intends to once again address the head of the Moscow region, stressing out the issue of labor migration.

The execution of all instructions has been placed under the personal control of the Chairman of the Investigative Committee of Russia.
