In Ulyanovsk Region criminal case in attempted murder of chairman of regional office of All-Russian Azerbaijan Congress and murder of his bodyguard sent to court

Ulyanovsk Region investigating bodies of the Russia’s Investigative Committee have finished investigating a criminal case against local man Dzhafar Dilanov and citizen of Azerbaijan Nakhid Zakhidov. Depending on the role of each one they are charged with the crimes under part 3 of article 33, part 3 of article 30, paragraphs “a”, “g”, “h” and “j” of part 2 of article 105 of the RF Penal Code (organization of attempted murder of two or more people by a group of people on hire with the purpose to facilitate another crime), part 3 of article 30, paragraphs “a”, “g”, “h” and “j” of part 2 of article 105 (attempted murder with aggravating circumstances), paragraph “j” of part 2 of article 105 (murder with aggravating circumstances), part 2 of article 222 (illegal storage of firearms), part 1 of article 119 (threat to kill), part 1 of article 116 (battery).

According to investigators, in 2011-2012, Dilanov had a conflict with Islam Guseynov and hired Nakhid Zakhidov, who also disliked the victim, to kill him for a fee. Zakhidov involved Ramin Bagirov in the crime. On 11 September 2012, Zakhidov and Bagirov tried to kill Guseynov in the building in Lenin Street in Leninsky district in the city of Ulyanovsk owned by the said NGO, but killed his bodyguard. After that the killers fled the scene. The organizer Dilanov was detained in Ulyanovsk three weeks later, and one of the perpetrators – Zakhidov in July 2013 in Moscow, where he had been living under disguise and had been prosecuted for threatening with murder. Bagirov’s whereabouts are not known, he is wanted.

Investigators have gathered enough evidence and the criminal case with the approved indictment has been sent to court to be tried on the merits.
