Criminal investigation in encroachment on life of Russia’s Investigative Committee investigator launched in Dagestan

On 24 October 2013, at about 8:30 AM, opposite the No 24 house in Nurov Street in the city of Makhachkala, an unidentified person set off an unknown explosive device fixed to the bottom of a Hyundai Sonata. A 36-year-old investigator of Leninsky district investigations department of the Dagestan Investigations Directorate was in the car. The investigator died in hospital as a result of the injuries he received in the explosion.

The investigating bodies of the Russia’s Investigative Committee in the Republic of Dagestan have launched a criminal investigation into the signs of crimes under article 295 of the RF Penal Code (encroachment on the life of a person carrying out preliminary investigation), part 1 of article 222 (illegal circulation of weapons), part 1 of article 223 (illegal manufacture of explosives) and part 2 of article 167 (deliberate damage of other’s property in a generally dangerous way).

At present the investigating operations are underway to find the circumstances of the crime and persons involved. The investigators are considering all versions of the crime, including victim’s professional activity.

This is not the first crime committed against investigators of the Investigative Committee relating to their professional activity. Since the moment the Investigative Committee came into existence, its investigators have been often threatened because of their firm position in investigations and in making procedural decisions. These threats are implemented with increasing frequency, especially in the South and North Caucasus Federal Districts. But despite the danger our investigators are exposed to in their daily work, they continue to honestly and professionally discharge their duties, to fight crimes.
