Searches underway in investigation against mayor of Rybinsk

Today as part of the investigation against head of administration of Rybinsky municipal district – mayor of Rybinsk, Yaroslavl Region Yuri Lastochkin, the Central Federal District Investigations Directorate of the Russia’s Investigative Committee is conducting searches in the Rybinsk administration and in the unitary enterprise Water and Wastewater Treatment Plant of Rybinsk. During the searches the investigators are seizing the documents to be studied to find all the circumstances of the crime.

As it has been reported earlier, the mayor of Rybinsk is suspected of the crime under part 1 of article 201 of the RF Criminal Code (abuse of office). According to investigators, in 2009 Lastochkin, being CEO of OAO Scientific Production Association Saturn (LLC), concluded a sale contract with ZAO Stroyengineering (CJSC) to sell them a complex of waste water treatment facilities at a price of 4.8 million rubles. He set the price himself, but the market price of the complex was over 121 million rubles. Later, in April 2011, being mayor of Rybinsk, Lastochkin reconciled the purchase of the complex for the needs of city water channel, but this time at the market price. The buyer was OOO Vodosnabzhenie (LLC) – an organization affiliated with ZAO Stroyengineering. This way Saturn suffered loss of over 116 million rubles.

The investigation is ongoing.
