Criminal case launched in Saint-Petersburg against CEO of aviation training center suspected of commercial bribery and illegal issuance of licenses to pilots

The investigating bodies of the Northwestern Transport Investigations Directorate of the Russia’s Investigative Committee have launched a criminal investigation against 44-year-old Andrey Kocharygin, the CEO of Aviation Training Center for all-service aircrafts Krylya Nevy (hereinafter Krylya Nevy) suspected of the crime under part 3 of article 30, paragraph “a” and “c” of part 4 of article 204 of the RF Penal Code (illegal receiving of money by a person managing commercial or other organization committed by a group of persons in conspiracy with extraction of the object of bribery).

According to investigators, Kocharygin, being the CEO of the commercial organization for training and professional development of pilots, from November 2012 to February 2013 together with unidentified people illegally made documents confirming that a man from Saint-Petersburg had taken courses in Krylya Nevy. On 7 February 2013, Kocharygin for 50 thousand rubles illegally gave the man the documents giving right to pilot a single-engine plane Cessna-172, knowing that the men had not taken any pilot training courses and could not pilot a plane.

Kocharygin could not finish his criminal intention for reasons out of his control, as the agents of Saint-Petersburg and Leningrad Region Office of the Federal Security Service stopped his illegal actions. They seized the illegally obtained money.

Investigators have already found that that was not the only occasion. 4 more occasions were revealed when documents qualifying for amateur pilot and pilot for commercial aviation had been illegally issued to people, who had not taken the training.

At present investigating operations are underway to find all the circumstances of the crime. Investigation is ongoing.
