Final charges pressed in Murmansk against five under investigation in crimes in area of housing and communal services and electric power complex

Murmansk Region investigating bodies of the Russia’s Investigative Committee have brought charges against former advisor of Murmansk Region ex-governor Gennady Shubin, Alexander Khazov and three residents of Murmansk. Depending on the role of each one, they are charged with crimes under part 4 of article 159 of the RF Penal Code (fraud on an especially massive scale committed by an organized group – 4 counts), paragraph “a” of part 2 of article 174.1 (money laundering – 3 counts).

According to investigators, in the period between 2008 and 2012, Gennady Shubin wet up and took leadership of an organized group to regularly steal money from power suppliers in Murmansk Region. Khazov was a member of the group. Investigators have found out that the accused regularly stole money from power suppliers. The money first went to Affiliated by Shubin commercial organizations and then was used on their personal needs. Investigation discovered 17 such organizations owned by Shubin. Investigators believe that Shubin conspired with Khazov and stole money from OAO Sberbank of Russia (OJSC) by taking a loan without any intention to pay it back. This way they took loans of 150 million rubles and 280 million rubles. That money was also transferred to the companies affiliated by the accused. Besides, investigators have found that Shubin illegally took possession of municipal property worth over 200 million rubles. The criminal scheme involved the tender manager, who had taken decision on additional emission of shares of OAO TVS (OJSC) and placing them in the organization managed by Shubin. This way Shubin got the opportunity to dispose of the municipal property. Shubin’s illegal actions caused the victims damage of over 2 billion rubles.

After the accused have finished reading the files of the case, it will be sent for the indictment to be approved and then forwarded to court to be tried on the merits.
