Chairman of Investigative Committee holds briefing in Yessentuki

On 18 December 2013, Chairman of the Russia’s Investigative Committee Alexander Bastrykin held a briefing in the city of Yessentuki in Stavropol Territory attended by Vice-Chairman of the Russia’s Investigative Committee Boris Karnaukhov, senior officials of the Main Investigations Directorate in North Caucasus Federal District, senior officials of investigations directorates in the subjects of the North Caucasus Federal District.

The meeting heard the information on the progress of investigation into a number of conspicuous criminal cases and reports of heads of territorial investigating divisions on the results of work in 2013.

Following the results of the meeting Mr. Bastrykin appreciated the work of the Main Investigations Directorate in North Caucasus Federal District and territorial investigations divisions in the District over the past period making special emphasis on improvement in the quality of solving serious and especially serious crimes, positive practice of adopting new forms and methods of procedural control in daily operation, namely, creation and preparing for adoption an electronic passport of a criminal case, improvement of database of forensic records, including the information database “Legend of Investigative Committee” and the database of DNA test results when identifying a person.

At the same time, Mr. Bastrykin noted the necessity of taking exhaustive measures to improve the quality of preliminary investigation on the first stages of the investigation, strict observance of procedural terms of investigation and reduction of the number of criminal cases investigated beyond the term stipulated by the law.

Mr. Bastrykin also gave a number of specific orders in the heard criminal cases on the direction of investigation and to find all the circumstances of the crimes.

At the end of the meeting the Chairman awarded state and departmental awards to a number of officers of the Russia’s Investigative Committee, Federal Security Service and Federal Finance Monitoring Service.
