Regional Service for State Construction Surveillance in Rostov Region

Southern Federal District Investigations Directorate of the Russia’s Investigative Committee has finished investigating a criminal case against former acting head of the Regional Service for State Construction Surveillance in Rostov Region Anton Butorin. He is charged with a crime under part 6 of article 290 of the RF Penal Code (receiving a bribe on an especially massive scale).

According to investigators, on 19 July 2013, in the city of Rostov-on-Don Butorin being the acting deputy head of Rostov Region Service for State Construction Surveillance received from a representative of a developer a part of the stipulated sum of 1.1 million rubles. The money was a fee for the influence the accused exerted on other officials of the Service in order to drag out the consideration by the court of a petition on demolition of a block of flats, which had been unauthorized and for not taking measures against the illegal actions. This way there was neither an organization handling the applications of citizens and legal persons regarding the unauthorized building nor unplanned checks of the building by the specialists. After receiving the bribe Butorin was detained by law enforcement agents.

Investigators have gathered enough evidence and the case with the approved indictment has been sent to court to be tried on the merits.
