In Trans-Baikal Territory deputy mayor of Chita charged with abuse of office and taking bribe

The investigating bodies of the Russia’s Investigative Committee in Trans-Baikal Territory have charged the deputy mayor of Chita with the crimes under part 3 of article 285 of the RF Penal Code (abuse of official power) and part 6 of article 290 (taking a bribe on an especially massive scale).

According to investigators, in 2010-2012 Vyachslav Shulyakovsky was vice-chairman of committee for developing infrastructure of the administrative town district “City of Chita” and received from heads of OOO Domaks (LLC) and OOO Creditline (LLC) bribes for ensuring their winning the auctions on purchasing the flats for orphans by city administration. To restrict the access to the auctions for other companies they changed some letters in the words of the auction notices for Latin ones when posting them in the Internet thus making them impossible to be tracked through search engines. Later on the officials signed with those firms municipal contracts under which they bought flats at considerably overstated prices. In all, investigators have information that the Chita mayor’s office concluded 20 municipal contracts and bought 60 flats worth 77 million rubles. But the real price of the flats was no more than 69 million rubles. The city budget lost over 8 million rubles. According to the information, Shulyakovsky received 50 thousand rubles in bribes for each flat. The total sum of the bribe made up 3 million rubles.

The investigators classify actions of the heads of OOO Domaks and OOO Creditline as crimes under part 5 of article 291 of the RF Penal Code (giving a bribe to an official by a group of people in conspiracy on an especially massive scale).

At present investigating operations are under way to find all the circumstances of the crimes. Investigation is ongoing.
