In Omsk Region First Deputy Governor Yuri Gamburg detained on suspicion of exceeding authority

The investigating bodies of the Russia’s Investigative Committee for the Omsk Region continue investigating a criminal case launched based on the files provided by the Omsk Region Office of the Federal Security Service over facts of illegal alienation by the officials of the property relations department of Omsk city administration of pieces of land located in Kirov district of the city. During the investigation Yuri Gamburg, former director of the property relations department and currently First Deputy Governor of the Omsk Region has been detained on suspicion of a crime under part 1 of article 286 of the RF Penal Code and 6 counts of a crime under paragraph “c” of part 3 of article 286 (exceeding official authority).

According to investigators, in 2008-2012, the suspect, being the director of the property relations office of the Omsk city administration, together with the first deputy director of property relations office violated land laws and committed a number of illegal actions aimed at providing for ownership 24 pieces of land with a total area of 5.5 ha for farming at knowingly underrated price to 5 citizens and a commercial company, and a piece of land of over 21 ha to a commercial company, which were in fact located in residential construction block (for cottage construction). As a result of illegal alienation the budgets of Omsk and the Omsk Region suffered damage of over 400 million rubles.

In addition, the accomplice to the crime former Minister of Property Relations of the Omsk Region Vadim Merenkov is wanted on charges of 6 counts of a crime under paragraph “c” of part 3 of article 286 of the RF Penal Code (exceeding official authority).

At present the investigators are carrying out searches, questionings and other investigating operations necessary to find out all the circumstances of the crime. On one of these days the investigators are going to file a motion with the court to restraint the suspect. The investigation is ongoing.
