Addressing those present, the Chairman of the Investigative Committee said that "the Victory Day is a celebration with tears in the eyes, which comprises two important elements: a great memory of our ancestors, our fathers, mothers, and grandfathers, and sorrow for those who died protecting our great motherland, and at the same time the joy for the victory, which our fathers and grandfathers gave us, and for the fact that the great younger generation, which has absorbed the best traditions of our state, is growing now". Alexander Bastrykin remembered the departed comrades, defenders of the homeland, fallen colleagues and asked to honor them by observing a moment of silence.

The Chairman of the Investigative Committee also thanked Russian Investigative Committee staff for efficiency, stressing that "exactly one day after the order of the Supreme Commander had been issued the Investigative Committee began to implement the investigative and forensic and procedural obligations in the territory of the Republic of Crimea". "We will make sure that the Republic of Crimea and the Crimean population is fully protected by the law of the Russian Federation", - said Alexander Bastrykin.
