In North Caucasus Federal District investigation in thefts of budgetary funds continued

The Main Investigations Directorate of the Russia’s Investigative Committee for the North Caucasus Federal District is investigating a criminal case against former CEO of ZAO Kiyevo-Zhuraki APK Aslan Papshuov and unidentified employees of the said company, as well as contractor organizations over thefts of budgetary funds on an especially large scale by deceit disguised as subsidies for compensation of part of expenses on paying interest under a loan taken by Kiyevo-Zhuraki APK to buy formula feed. There are signs of a crime under part 4 of article 159 of the RF Penal Code (fraud on an especially large scale) in their actions.

According to investigators, in the period between August and December 2010, CEO of Kiyevo-Zhuraki APK Papshuov together with employees of the company’s accounting department and CEO of contractor company OOO Avangard Arsen Matuyev made forged billing documents and made it look like they paid for formula feed allegedly dispatched to Kiyevo-Zhuraki APK transferring to Avangard 150 thousand rubles and then returning it back. The money was received by Kiyevo-Zhuraki APK in the form of purpose loans issued by OAO Rosselkhozbank to buy formula feed. After paying off the loans, the said funds gave right to get subsidies.

After that the accomplices headed by Papshuov made forged accounting documents containing false information on the dispatch of formula feed by Avangard to Kiyevo-Zhuraki APK. In autumn 2011 the falsified documents were filed with the Ministry of Agriculture of the Republic of Adygea to get subsidies from the federal and republican budgets to compensate a part of expenses to pay interests under the loans. In late 2011 over 8 million rubles of subsidies was transferred to the account of Kiyevo-Zhuraki APK from the federal and republican budgets, which the accomplices spend in the interest of a third party.

At present chief accountant Fatima Dzamykhova, her former deputy Lidia Gukova and Arsen Matuyev have been detained for investigation and remanded in custody.

During the search in the residence of one of the accomplices the investigators confiscated documents demonstrating that the accused had taken measures to falsify the evidence in order to avoid punishment. Investigating and search operations are underway to find out all the circumstances of the crime and identify other accomplices. In addition, the investigators are taking measures to reimburse the damage. The investigation is ongoing.
