Ex-Mayor of Makhachkala Said Amirov and his nephew Yusup Dzhaparov found guilty of plotting terrorist attack

A court has recognized the evidence gathered by the Main Investigations Directorate of the Russia’s Investigative Committee sufficient to convict former Mayor of Makhachkala Said Amirov and former Deputy Mayor of Kaspiysk Yusup Dzhaparov. They were found guilty of a crime under part 1 of article 20, paragraph “a” of part 2 of article 205 of the RF Penal Code (preparing for a terrorist attack). In addition, Amirov was found guilty of a crime under part 3 of article 33, part 2 of article 222 of the RF Penal Code (organization of illegal arms trafficking) and Dzhaparov with part 5 of article 33, part 2 of article 222 of the RF Penal Code (complicity in illegal circulation of arms committed by a group of people in a previous concert).

The court and investigators found that Amirov and Dzhaparov were preparing an attempt on the life of the head of the regional Pension Fund. They planned take down a plane with the statesman aboard by illegally acquired portable air defense missile system “Strela -2M”. By the crime Amirov wanted to reach several goals at once: to get rid of his political rival, blaming the terrorist attack on illegal armed groups; set the republic in panic, demonstrating this way the inability of regional authorities in fighting crimes. Besides, in the midst of the turmoil he wanted to persuade the citizens that he was the only politician capable of running the region. The terrorist attack was prevented thanks to timely actions of the investigators, who had found and confiscated the missile system in a cache in Dagestan, which was the main material evidence in the case.

It should be noted that in addition to plotting a terrorist attack Amirov is charged with a number of other serious and especially serious crimes, including murder of investigator Arsen Gadzhibekov, who headed one of the investigating departments in Makhachkala. The reason to kill the investigator was the fact that he was investigating official malfeasances of officials of Makhachkala administration headed by Amirov. The ex-mayor ordered the killing to a gang headed at the time by Assistant Prosecutor of the town of Kizlyar Magomed Abdulgalimov. During the investigation it was found that Amirov had used the services of the gang many times. The criminal case over the murder of Gadzhibekov is almost finished, while the main criminal case against 9 people, including Amirov and his nephew, Magomed Abdulgalimov and others is ongoing.

The court has sentenced Amirov to 10 years to be served in a maximum-security penal colony, Dzhaparov to 8.5 years to be servied in a maximum-security penal colony.
