Former military financier in Adygea found guilty of stealing over 137 million rubles

A court has found the evidence gathered by Military Investigations Directorate of the Russia’s Investigative Committee for the Southern military district sufficient to convict former leading economist (in charge of paying wages to personnel) of Department of Financial Provision of the Ministry of Defense of the Russian Federation in the Republic of Adygea Amir Salakhanov. He was found guilty of crimes under part 2 of article 292 of the RF Penal Code (forgery considerably violating rights or legal interests of citizens or organizations of interests of society or state protected by law) and part 4 of article 159 (swindling on a very large scale).

The court and investigators have found that in summer 2011 Salakhanov kept to himself plastic bank cards with PIN-codes intended for 252 conscripts of the military unit 64670. Later based on made by him fictitious pay lists the state transferred to the said bank cards more than 137 million rubles, which Salakhanov cashed and misappropriated. When he had learnt that there was a criminal investigation into that, he fled and was caught only in May 2013. After having been apprehended Salakhanov confessed to the crime and compensated about 2.5 million rubles, explaining that he kept the rest of the money in a bag that had been stolen from him.

The court has sentenced Salakhanov to 7 years and 8 months in prison to be serviced in a minimum-security penal colony and a ban of 700 thousand rubles with indemnification of over 130 million rubles. The court also banned him from occupying any positions on state service or local governments connected with financial or economic transactions, money or other material valuables for 3 years.
