Criminal case against deputy head of Moscow-Volgograd Motorway Department sent to court

The Main Investigations Directorate of the Russia’s Investigative Committee has finished investigating a criminal case against deputy head of Moscow-Volgograd Motorway Department of the Federal Road Agency Boris Kopylov. He is charged with a crime under part 1 of article 286 of the Russian Penal Code (excess of official powers).

According to investigators, in July 201, while executing his official duties, Kopylov revealed some violations in placing a petrol station rented by OOO VIPoil and located in Volgograd Region near Moscow-Volgograd motorway.

Later the accused decided to help his friend’s firm OOO Agricultural Company Tambovskoye Podvorye that carried out road works in Tambov Region by paying off part of the firm’s loan in OOO Magirus K. On 12 August 2013, in the office of VIPoil in the town of Volgograd Kopylov demanded from its representative in exchange of continuation of the petrol station operation and some actions which were within his official powers to transfer 500 thousand rubles to the account of Magirus K under the disguise of paying for the supply of road metal.

Having transferred the money, on 10 September 2013, in the town of Tambov the representative of VIPoil gave payment orders, and after that wrongdoings of the accused were broken by law –enforcement officials.

The investigators have gathered enough evidence, so the criminal case with the approved indictment has been sent to Krasnooktyabrsky district court of the town of Volgograd to be tried on the merits.
