In Krasnodar Territory former deputy governor charged with exceed of authority

Krasnodar Territory investigating bodies of the Russia’s Investigative Committee have charged former deputy governor of Krasnodar Territory Alexander Ivanov with a crime under part 2 of article 286 of the RF Penal Code (exceed of authority by a person occupying a state position in a federal subject of the Russian Federation).

According to investigators, in 2006, construction of multi-functional sports facility (Basket-Hall) was planned under the territory investment program in the city of Krasnodar. The deputy governor was the curator of the project. He was aware that a piece of land in Dzerzhinsky Street was necessary for the construction and there was a suitable piece of land under constant use of an agricultural company. The official met with the management of that company. He pressed the director and members of the company’s board of directors and threatened them with possible negative consequences if they refused. This way, the deputy governor persuaded them to pass on the land to the firm affiliated with him. For that purpose the administration and the agricultural company concluded a contract selling the land and withdrawing it from state property. After that the company concluded the selling agreement with the firm controlled by the official and sold the land for much lower than its market price. Later the administration had to buy part of the land from the firm in exchange for a piece of land worth over 950 million rubles to construct the sport facility.

Due to the fact that the deal was unprofitable the agricultural company lost a considerable part of its assets, lost capability to do business and later was recognized bankrupt by a court.

Following a request filed by the investigators a court has ruled to place the accused in custody pending trial. Necessary investigative operations are underway to find out all the circumstances of the crime. The investigation is ongoing.
