Former director of Federal Penitentiary Service and his accomplices arrested

The investigating bodies of Moscow Main Investigations Directorate of the Russia’s Investigative Committee have charged former director of the Federal Penitentiary Service Alexander Reimer, his former deputy Nikolai Krivolapov, director of the Center for Information Support and Communication Viktor Opredelenov, CEO of a commercial organization Nikolai Martynov with a crime under part 4 of article 159 of the RF Penal Code (fraud).

According to investigators, between 2010 and 2012, the accused fraudulently stole 2.7 billion rubles allocated to the Federal Penitentiary Service for purchasing electronic control systems or to put it simply – electronic bracelets. However, the bracelets were purchased at prices overstate by several times. This way, a stationary control device costing 19 thousand rubles was purchased for 108 thousand rubles, and the mobile control device for 128 thousand rubles against 19. One might as well say that the bracelets for house arrestees cost the budget dearer than golden ones. Krivolapov has been put under house arrest today due to his poor health. Following a request filed by the investigators, a court has placed Reimer, Opredelenov and Martynov in custody for two months.

Besides, the Investigative Committee is identifying other possible accomplices of the fraud who might have been part of this organized criminal group.
