Former mayor of Blagoveshchensk detained on charges of corruption

Former mayor of Blagoveshchensk, Amur Region Alexander Migulya wanted since 2011, was detained on 12 May 2015 as a result of investigating and search operations. The Amur Region investigating bodies of the Russia’s Investigative Committee is charged with crimes under paragraph “b” of part 2 of article 285.1 of the RF Penal Code (misapplication of budget funds committed on a very large scale), part 2 of article 286 (abuse of power committed by head of the local government), article 289 (illegal participation in business activity), part 2 of article 285 (abuse of power committed by head of the local government).

According to investigators, in 2006 the accused served as the head of the local government and issued an illegal resolution to buy a highway bridge over the Chigiri river in the town of Blagoveshchensk. The town budget illegally spent over 46 million rubles while such kind of the expense had not been provided for by the budget in 2006.

In addition, in 2008 he arranged for a piece of land located within recreation and landscape area to be sold to a private firm at a price ten times lower than its market cost, causing the town budget to suffer loss of about 20 million rubles.

In the period between November 2009 and April 2010, the accused despite the prohibition set by the Federal Law, via his authorized delegate took part in managing a limited company to get profit and used his power to patronize it and provide it with subsidies.

In 2005, the accused used his authority against the interest of his service to create comfortable conditions for other organizations by releasing them from paying rent for municipal property causing the town budget to suffer pecuniary damage over 200 million rubles and entailing considerable violation of rights and legal interests of the public and the state.

In the near future the accused will be transported to Amur Region to take part in necessary investigative operations aimed at find out all the circumstances of the crimes.
