Ingushetia investigating bodies of the Russia’s Investigative Committee have opened a criminal investigation against the 55-year-old Finance Minister of the republic. He is suspected of a crime under part 3 of article 285 of the RF Penal Code (abuse of office entailing grave consequences) and paragraph “b” of part 2 of article 285.1 (misuse of funds committed on a very large scale).

According to investigators, in December 2014, Finance Minister of Ingushetia directed the remaining 2 billion rubles allocated by the federal budget to the benefit of the republican budget in the form of subsidies, subventions and other inter-budget transfers violating the condition that it had to have been spent to cover the deficit of the republican budget. However, in accordance with the law of the republic of 28.11.2013 “On the republican budget in 2014 and for a planned period of years 2015 and 2016”, the said money had to have been returned to the federal budget.

Later in order to hide the misuse of finds the suspect gave back to the federal budget 1 billion 900 thousand rubles of grants issued by the federal budget in January, February and March 2015 to make the budget means of the republic even and disguised it as returning the remains of subsidies, subventions and other inter-budget transfers.

At present investigative operations are underway to find out all the circumstances of the crime. The investigation is ongoing.
