Former director of Rostov-on-Don Property and Land Relations Department charged with abuse of power

The investigations department of the Main Investigations Directorate of the Russia’s Investigative Committee located in the city of Rostov-on-Don has finished investigating a criminal case against former director of Property and Land Relations Department of the city of Rostov-on-Don Alexander Kochergin. He is charged with 5 counts of a crime under paragraph “c” of part 3 of article 286 of the RF Penal Code (exceeding official powers).

According to investigators in 2009-2010 Kochergin violating a number of regulatory acts ordered to sell 5 pieces of land in the left-bank industrial zone of the city of Rostov-on-Don to OOO Rostov Universal Port at an understated cost. The said lands were over 350 thousand square meters in area. In addition, in order to register the ownership OOO Rostov Universal Port filed with the administration documents about fictitious buildings on the said lands. The facts were revealed during investigation using pictures from space satellites among other means. As a result Rostov-on-Don suffered damage of 416 million rubles.

The investigators have gathered enough evidence so the criminal case with the approved indictment has been sent to court to be tried on the merits.

In addition, there is an ongoing investigation against other defendants.
