Tatarstan investigating bodies of the Russia’s Investigative Committee have launched an investigation against a leading engineer of methodology and organization of cadaster, geodesy, cartography and land control department of the Property Inventory and Registration Authority of the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan Galina Ulanova and chief specialist and expert of the Department for State Registration of Rights of Legal Entities and Large Rightholders of the Federal Registration, Cadaster and Cartography Service of the Republic of Tatarstan Lyudmila Kulagina. Depending on the role of each one they are suspected of crimes under part 2 of article 201 of the RF Penal Code (use of a person carrying out managerial functions in a commercial organization, their authority against legal interests of the organization), part 3 of article 293 (negligence, entailing death of two or more people).

According to investigators, on 23 January 2009, Ulanova illegally put false information on increasing the area due to its changed layout, but not due to reconstruction in a cadaster passport of the building located on Klara Tsetkin street (where then the Admiral shopping center was later located) and in the attached situation plan. It was also revealed that Ulanova was authorized to deal with cadaster registration only since 2 March 2009, and before that had had no legal authority to give cadaster passport.

Kulagina in the summer of 2011, violated the procedure of state registration of rights on real estate and deals with it when ceased the rights registered earlier and then registered the right of ZAO Facility Manager AS Management on the shopping center whose area had been increased due to illegal reconstruction. She was obliged to evaluate if the documents filed by AS Management were corresponding to the current laws, but failed to suspend the registration of the property having received from the owner a document made on behalf of the Property Inventory and Registration Authority but not having any legal force.

Such attitude to their duties together with other circumstances made it possible to operate the Admiral shopping center with many safety violations for a long time.

At present there are 14 people under investigation. Apart from Ulanova and Kulagina, there are President of Board of Directors of AS Management Alexey Semin, CEO of OAO Investment Construction Company and AS Management Rovert Khayrullin, OOO Zarya, the leaseholder of the Admiral shopping center Guseyn Gakhramanov, his deputies Nikolai Kayekin and Gyulguseyn Nadzhafov, head of inter-district bailiffs’ office for special enforcement proceedings of Tatarstan Office of the Federal Bailiffs’ Service Zhanna Alparova, former executor Minzilya Safina, specialists of the State Construction Surveillance Inspectorate Galiya Isayeva and Roman Yudin, and three workers Nail Gabdulkhayev, Firdinat Uldanov and Albert Khalikov. Depending on the role of each one 12 of them were charged and are under restraint.
