The Chief Military Investigations Directorate of the Investigative Committee has opened an investigation against Deputy Head of the enterprise, head of the administration of the Far Eastern Federal District Directorate for Special Construction (Dalspetstroi) under the Federal Agency for Special Construction Mikhail Gelman. He is suspected of a crime under part 3 of article 285 of the RF Penal Code (Abuse of official powers entailing grave consequences).
According to investigators, in the period between 8 September and 31 October 2014, Dalspetsstroi and the company Aerodrovy Mosty Dorogi (hereinafter, the contractor) concluded 7 contracts of the same type on construction of diversion works on the different sites of Vostochny space launching site. The sum of the contract is more than 2.1 billion rubles, the term of the contract is by March 30, 2015, with 30% prepayment. During the term of the contract, the contractor failed to provide enough production capacity to keep in line with the work pace, did not report on time about the progress and results of the work, inefficiently spent the prepayment so as the result in March 2015, only 1% of work was done worth no more than 30 million rubles.
Despite all this, in the period between September 2014 and December 2015, Gelman considerably facilitated the terms of giving prepayment by exempting the contractor from providing bond to the deposit account of Dalspetstroi, increased the prepayment from 30% to 80% and extended the term of the contract. He also helped to transfer the prepayment independent of the work pace. As the result the state suffered damage of about 1 billion rubles.
At present, following a request of military investigators, a court has ruled to place the suspect in custody pending trial. Witnesses are being questioned and documents are being confiscated. The investigation is ongoing.
