Former chief of Ivanovo Region Office of Interior Ministry charged with abuse of office to stand trial

The Directorate of the Investigative Committee has finished investigation against former head of the Ivanovo Region Office of the Russian Ministry of the Interior Alexander Nikitin and former head of the division for capital construction and repairs of the said office Aleksey Sheyenkov. They are charged with a crime under Part 3, item “c” of Article 286 of the RF Criminal Code (abuse of office), Sheyenkov is also charged with a crime under Part 2 of Article 292 (forgery) and Part 1 of Article 193 (negligence).

According to investigation, in 2013-2014, both of the accused ensured that expensive work was done and furniture supplied to the regional office of the Ministry of the Interior under a government contract concluded earlier on construction of a new building of the regional office. At the same time, they supervised a designer project of high-quality smoothing in some of the rooms of the building including Nikitin’s future office and offices of other senior officials. They also arranged that expensive furniture and equipment was supplied there. All this was done on the money saved from refusing the installation of data protection system.

In addition, at that time Sheyenkov forged acceptance certificates of work which had not been done and paid 122 million rubles for it in order to disburse the budget funds. Being negligent about his duties, he did not check the amount of the work done on the building and accepted and paid over 9 million rubles for not executed work.

The total damage done by Nikitin’s and Sheyenkov’s actions stands at over 218 million rubles. Along with the pecuniary damage their actions made it impossible for the construction of the building to be finished on time. It is still out of operation and cannot be used until all necessary work has been done, including the installation of the data protection system and repairing the damage done by Nikitin and Sheyenkov which requires more finances and time.

The investigators have enough evidence, so the criminal case with the approved indictment has been sent to court to be tried on the merits.
