The Sakhalin Region authorities of the Investigative Committee have initiated criminal proceedings against deputy of the Yozhno-Sakhalinsk City Duma Vladlen Malkov. He is suspected of a crime under Part 5 of Article 291 of the RF Penal Code (bribery).

According to investigators, early in 2014, the suspect wanted to run for a deputy of the Yuzhno-Sakhalinsk City Duma of the fifth convocation. He gave a bribe of 10 million rubles to some officials of Sakhalin Region for assistance in preparing and running his election campaign.
