The criminal case in a connection with negligence (Article 293, part 1 of the Criminal Code of the Russian Federation) of officials of the public health facility of the Kaliningrad Region "Sovetskaya Central City Hospital" has been initiated by the investigating bodies of the Investigative Committee of the Russian Federation for the Kaliningrad Region. Such a trial decision has been taken by investigation based on the results of a pre-investigation check conducted by the order of the Chairman of the Russia's Investigative committee to determine circumstances of non-delivery of medical care to the mother of many children, news of which were shown on one TV channel.

According to investigation data, the 28-year old resident of Sovetsk, mother of three juvenile children, was hospitalized in the summer of 2014 to the Sovetsk central city hospital with traumas sustained as a result of a road traffic accident. In the hospital a compression spine fracture and paralysis of legs were diagnosed. In September, 2014 the employees of the medical facility discharged the mentioned patient from the hospital, having referred to the fact that she did not require the further treatment. Investigation believes, the subsequent outpatient treatment of the woman with the 1st disability category was carried out by medical officers negligently and non-conscientiously.

According to the investigators, negligence taken by officials of the public health facility of the Kaliningrad Region "Sovetskaya Central City Hospital" during fulfilment of their professional obligations to deliver medical care to the 28-year old woman with many children entailed a significant decline in her health and substantial breach of her rights and legitimate interests.

At present investigation establishes particular officials among bureaucrats subject to involvement as accused based on the criminal case on negligence. In the course of investigation of the criminal case exhaustive measures to protect violated rights of the mother of many children and her juvenile children will also be taken by investigation.

Investigation of the criminal case is being under special control of the head of the department of the Investigative committee in the Kaliningrad Region.
