In Omsk region criminal case finished against ex-CEO of OOO NPO Mostovik accused in tax evasion and fraud on a very large scale

The Omsk Region investigating bodies of the Russia’s Investigative Committee have finished investigation of criminal case against former CEO of OOO scientific production association NPO Mostovik Oleg Shishov, accused in crimes under paragraph “b” of part 2 of article 199 (evading paying taxes on a very large scale), part 3 of article 159.4 of the RF Penal Code (fraud on a very large scale). 

According to investigators, between January 2009 and November 2012, Shishov put in financial documents of OOO NPO Mostovik and VAT statements knowingly false information that a number of contractors had completed construction and installation works at facilities located in the city of Vladivostok (including a bridge to Russky island during preparation to the APEC summit), as well as at objects in Omsk, Tyumen, Tobolsk, Sochi and in Astrakhan and Moscow regions stating them as tax deductions. But in fact, as investigators managed to find out, the organizations mentioned in financial documents and VAT had not carried out works for OOO NPO Mostovik, and the whole amount of works had been performed by either employees of OOO NPO Mostovik independently or by other contracted organizations. As a result of these illegal actions, Shishov evaded paying value-added taxes of the total amount of 478 million rubles.

In addition, Shishov committed fraud by stealing 526 million rubles received as an advance on construction of the sector Fyodorovka – Alexandrovka of circular road of the city of Omsk. However, the accused did not start works, buy construction materials or perform the obligations under the contract on circular road construction. All money were used to repay loans of OOO NPO Mostovik.

During the investigation a number of economic, accountant, handwriting, construction and technical examinations were carried, the results of which prove the accused guilty of charges under the criminal case, which has 221 volumes. As the objective evidence gathered by investigators was hard enough, Shishov fully admitted his guilt and applied for the court to try the case in a special order.

 At present, the case has been sent for the indictment to be approved and then will be forwarded to court.
