Investigative Committee Chairman Alexander Bastrykin on working visit in Pskov Region

Chairman of the Investigative Committee Alexander Bastrykin has held a briefing today in the city of Pskov with senior officials of investigative authorities located in Northwestern Federal District to hear reports on the state of investigative practice.

Opening the meeting, Mr. Bastrykin named main indicators of the work of the Investigative Committee in the current year and having heard reports by senior officials of several constituent territories he instructed that special attention should be paid to working on criminal cases and check files that deal with medical malpractice and violations of labor rights, that is overdue wages. He said that people come to him and ask regularly to help them about medical errors so he urged the officials not to leave those precedents unattended. The Chairman pointed out that if in such instances there is even tiniest ground for the case, respective procedural decision should be made immediately.

Further in the meeting senior officials of the regional investigative authorities spoke about positive practice of investigative tax scams, reimbursement of damage to the state and protection citizens’ rights of property.

The Chairman pointed to disturbing statistics of extremist crimes committed by minors and called for more active preventive measures in cooperation with educational institutions.

Going back to performance indicators, Mr. Bastrykin noted that there was a tendency to younger staff and expressed confidence that in addition to the main activity – investigation of crimes – no less important task was building a staff reserve and raising moral qualities in young and future investigators capable of accomplishing the entire set of missions set by the country’s leadership.

To conclude the meeting the Chairman heard reports on the progress and results of probes in a number of high-profile cases being investigated by the second department (based in the city of Saint Petersburg) of the Investigative Committee’s Head Office and the Pskov Region Office, and which the Chairman is holding under his personal control.

Mr. Bastrykin also held a personal reception for citizens of Pskov Region. Most of complains related to procedural decision made over criminal cases over iatrogenic crimes and crimes against minors being investigated by the Investigative Committee and some other issues. One of complainants thanked the Chairman for attention to her problems. Mr. Bastrykin gave explicit orders to heads of some of regional investigative authorities. The consideration of all complaints and applications received will be supervised by the Chairman in person.
