In Perm Territory, man charged with raping woman and girl in 2008 and 2012 to stand trial

Perm Territory Office of the Investigative Committee has finished the investigation against a 47-year-old ex-convict and a homeless from Perm Territory, but who most of the time lived in Chernushka District, Perm Territory. The man is charged with crimes under Part 1 of Article 131, Part 4, item “b” of Article 131 and Part 4, item “b’ of Article 132 of the RF Penal Code (rape and sexual abuse of a person under 14 years of age).

Investigators have established that the drunk man raped a 21-year-old woman suffering from severe mental state in December 2008 in the basement of a house in the town of Chernushka. In addition, on the evening of 7 November 2012, the drunk accused assailed a 13 –year-old girl while she was going from school. He dragged her by force to a deserted industrial area, raped her and fled.

In 2008 and 2012, the investigators examined the crime scenes and seized biological evidence from which forensic investigators managed to extract a DNA of a rapist which was immediately put into a database. However, the crimes remained unsolved for a long time. For three years investigators of the regional investigative authority carried out a lot of operations to find the guilty of the crimes. Almost every man in Chernushka and its district, as well as residents of nearby districts and the city of perm were checked. More than 10,000 men had to have a DNA test. Requests were sent to different constituent entities to check men that might possibly have been involved in the crimes. In April 2016, the determined and meticulous work of the investigators gave a result: the DNA from the crime scenes finally matched to the DNA of an ex-con who lived in Chernushka, but had never had permanent registration anywhere in Perm Territory.

Officials of the Investigative Committee Central Office provided invaluable assistance in solving those crimes. They helped to make a composite picture of the criminal, which after the accused was detained had evident resemblance to the man. The man was identified and then taken into custody pending trial.

The investigators have enough evidence so the criminal case with the signed indictment has been referred to court.
