Experienced criminalists of Investigative Committee Central Office join probe in death of six in fire in Spirovo District, Tver Region

A fire happened at about 3 AM, on 15 November 2016, in a wooden single-floor, single flat house in Spirovo District, Tver Region. The house was owned by the village of Penkovo. A 30-year-old woman and her 5 children aged 12, 11, 3, 2 and 1 died in the fire. The Tver Region Office of the Investigative Committee has opened an investigation in a crime under Part 3 of Article 109 and Part 3 of Article 293 of the RF Penal Code (negligent homicide and negligence).

It was preliminarily established during examination of the scene that the source of the fire was in an outhouse adjacent to the back of the house. As the outhouse housed some cattle it was lighted with electric infrared lamps, incorrect handling of which led to their overheating, igniting some hey and then the fire in the house. However, it is too early to say about the exact cause of the fire as it will be established by a forensic examination.

The preliminary investigation is going to give legal assessment to the actions of officials responsible for fire oversight and to the actions of parents responsible for bringing up their children.

A team of experienced criminalists headed by acting head of the Investigative Committee’s Forensics Directorate Zigmund Lozhis have arrived in Tver Region to provide practical assistance in examining the fire scene and in other urgent investigative operations.

Investigative and search operations are underway are underway, witnesses are being questioned, medical, DNA and fire tests have been assigned. The investigation is ongoing.
