The Novorossiysk Garrison Military Department of the Investigative Committee has initiated criminal proceedings against officials of military units 45096 and 61756 suspected of negligence that entailed death of two or more people under Part 3 of Article 293 of the RF Penal Code.

According to investigators, military servants of unit 42091 were jumping with arms and in full gear from an Ilyushin Il-76 plane on 24 November 2016 under a parachuting program. The practice was supervised by an officer of unit 61756 while military servants of units 45096 and 61765 were responsible for safety on the ground. Though the practice was taking place in normal weather, three of the military servants did not show up at a meeting point after the landing. Search parties later found their bodies.

Military investigators have seized the documents regulating the practice and are now questioning witnesses. The preliminary investigation is ongoing.
