Director of sports school in Khanty-Masni Autonomous Area taken under house arrest

The fourth department (based in the city of Yekaterinburg) of the Investigative Committee’s Head Office continues an investigation in crimes under part 5 of Article 264 and part 3 of Article 238 of the RF Penal Code (violation of the road code entailing death of two or more people; provision of services that do not meet safety standards) following a traffic accident involving a bus carrying children.

Director of Sibiryak Children and Youth Sports School Irina Tarasova has been charged with negligence entailing death of two or more people under part 3 of Article 293 of the RF Penal Code and she has been taken under house arrest pending trial. According to investigators, Tarasova had not concluded a proper contract for transportation and had not sent to the traffic police a notice that there was going to be an organized trip of children. At the same time, she had not organized the transportation or assigned responsible for its organization. This led to the fact that the athletes left Khanty-Mansiysk in the unsafe bus.

As became known earlier, the driver of the bus Marat Zainullin was charged with violation of the road code entailing death two or more people under Part 5 of Article 264 of the RF Penal Code. Representative of the sole proprietor that owned the bus Alexander Sidoruk was charged with provision of unsafe services that entailed death of two or more people under Part 3 of Article 238 of the RF Penal Code.

The investigators believe that both Zainullin and Saitkhanov, the driver of a heavy hauler failed to take into account the width of the road, the size of vehicles and necessary distances between them. In addition both of them were driving too fast without any account of the state of the road and weather conditions. Both drivers lost control of their vehicles which led to a collision that claimed a lot of lives.

Zainullin, Saitkhanov and Sidoruk have been taken in custody.

At present, investigative operations are ongoing to find out all the circumstances surrounding the traffic accident.
